Drag and drop settings

I need advice on Drag and Drop question settings in Captivate 6.1.  The submit button will not function unless all the drop objects are on the correct target.  I can't seem to construct a question that allows the user to get all items wrong or partial right and partial wrong.  Suggestions?  Also, are there detailed descriptions of what each of the settings in D&D do and how they interact?
