Have you tried testing your published SCORM packages in another LMS? There's SCORM Cloud, for example, where you can upload and test projects for free. SCORM Cloud is generally held to be a good yardstick, and testing it there might help identify if it's a problem with the SCORM package generated by Captivate (and perhaps your settings), or a problem with uploading to aTutor in particular.
