The link provided does not tell how to use anything.. just what it is.. Microsoft has always been, and still is, really bad for that in their help menus and and training documents. I have always believed that it was due to lack of educational training. "Tekkys writing manuals for other tekkys" It has been like that since I started using their products. Very frustrating for many of my students.
Now if I can just find someone that can tell me how to APPLY a conditional action once it has been created...Image may be NSFW.
