For publishing the apk/app for Android, you should make sure you PhoneGap ID which will be used in the process to be activated.

1) Visit :-- https://build.phonegap.com/

2) Sign in using your Adobe ID and accept the Terms of Usage for PhoneGap

3) Launch Adobe App packager

4) Browse and locate your Captivate 7 Published HTML5 output.

5) Select all the options for which you would like to generate the output

6) Proceed to build the output.

Now, you can share the link with others on Android and verify if it is working fine.

I just tested this myself, works perfect, just make sure your PhoneGap ID is activated using your Adobe ID credentials.
