Captivate copies this file into the publish location. Please check the publish folder to determine if the standard.js file is present there. If it IS present, then something is blocking this file and lot allowing it to load.
The presence of a number of %20 characters in the links indicates you are using spaces in file names. You should avoid this practice as this will also cause links to break when the content is published online. Use hyphens or underscore characters. It's also advisable to use only lower-case filenames too because some servers don't work well with mixed case names.
