Well it depends on what your use case is . Captivate App packager can do the following

1.       You can bring in HTML 5 animations created using tools like Adobe Edge , Flash inside the project

2.       Time them add , audio

3.       Publish them as HTML 5 project

4.       Publish them as APP for iOS and Android

5.       Enable gesture support

For publishing as APP if you have not tried app publishing before using Phone Gap website ,you should first do that so that necessary credentials are set up for you to do the next publish from App packager which is pretty Straight forward !
