Your use of the term "Video Recording" might be different to ours here.
Your project being only 8 megabytes for 15 minutes of content would make it only about 500kb per minute. That's too small to be a full motion video. So I'm assuming you're actually talking about a Captivate slide by slide presentation with voiceover audio.
8 Megabytes is not large. So I'm not sure why you cannot upload it or 'send' it, unless you're talking about trying to email it somewhere. Where were you intending to serve the content from so that other users could see it? Do you have a web server or LMS?
