I dont think that in this the user have to pay anything.
The membership fees on Scorm cloud will be paid by the person who will be uploading the content on Scorm Cloud.
you can create an free account on scorm cloud but Scorm Cloud is free upto 100mb of file size and if you want to try it more please check the details in the link below : https://cloud.scorm.com/sc/guest/SignUpForm
