I was checking about thsi and found a similar thready around this.
Can you check the steps that worked for the user there--

1) Create a New Folder at C:/ and place your normal.dotm file in it.
2) Now go to MS Word : --File|Options|Advanced|File Locations|User Templates
3) Browse and locate the template file from Step 1
4) Launch captivate and try to publish.
