With Captivate you have to tell it before you record the screen what mode you want it to record in. One mode is demonstration. That mode will result in a simple playback with no pausing. But if you record in Simulation mode, Captivate will insert Click Boxes that pause playback until the user clicks where you clicked when you recorded the Demo.
Of course you are free to insert Click Box objects wherever you want in order to pause playback and have the user click in an area you choose.
As for the talking points, that's also certainly possible. With Captivate, pretty much you are only limited by your creativity.
Captivate also offers some Advanced Actions and Variables that would allow you to toggle Talking Points or Step Instructions off or on as needed.
