Go to: C:/Users/[user-name]/AppData/Local/Adobe
Rename the captivate 6 folders to anything and download the Neo Speech installer from the below link and reinstall.
http://www.adobe.com/go/captivate6_voices_installer
If that doesn't work try installing it under another admin account.
