Yes, because the Submit All would actually take the user out of the Quiz Session and Evaluate the total square and then by default would show you the progress on Quiz result Slide (If Enabled).
But, yes, the evaluation occurs on Submission only which is a coherent part of Each Question so 'Submit' is required.
