When I publish some of my projects, the pdf won't play if it has a table of contents.

I've been asked to provide .pdf versions of the published projects, and when I open some of them, they look like this:

I am using Captivate 5.5, and if I uncheck "Show TOC" in the Project > Table of Contents menu, the course will play normally.  Since I need to include the TOC in the course, I need to fix this.
