Recorded combination key strokes, i.e., Crtl+F2 or Alt+J, does not work when I publish in HTML.

I cannot get the recorded key strokes to work when I publish in HTML.  The key strokes work when I play the project.  Is there a recording setting I must adjust or a publishing setting?
