If your quiz question slides are Pretest questions then that would explain why your playbar has disappeared and skin editor options are greyed out. That's how pretest questions are designed to work. If you did not intend using pretest questions in addition to a quiz, delete the quiz questions you've already inserted and insert some new ones but this time leave the question type as Graded.
