CP6: Error(s) Installing Text-to-Speech Voices on Disconnected Computer

I am trying to install NeoSpeech voices on my machine. With Cp5.5, all I had to do was open the disc and install things from the Add-Ons folder. But with Cp6, I've not been so lucky. According to the help file, I'm supposed to see an option to install add-ons from the main installer screen. I see no such option. It should be noted my development machine cannot be connected to the Internet, not even for a second. It's a federal government-owned box, part of a network used to develop classified software. Cp6 was activated with the request/response code method.

 

With the easy option a bust (or is it? Did I do something wrong?), we downloaded the installer from Adobe.com, burned it, and brought it over to the development network. We got error U44M2I218, which the sys admin thinks is related to the lack of Internet connectivity. So, that option didn't work either.

 

In our research of this issue, we came across this article on ITNinja.com: http://www.itninja.com/blog/view/adobe-captivate-6 Should we be following the steps in this procedure? Is this indeed an issue for which Adobe created a solution?

 

Would the NeoSpeech files that came with 5.5 work with Captivate 6? I'll assume they won't, but hope for the best. It would definitely save me some time. Though I use my own voice for final presentations, the text-to-speech voices are very handy for beta reviews.
