My experience is that it has been in multiple projects over time... but just for fun I created a new project as you suggested and added a text caption with ease in effect and a smart shape with ease in effect. When I play it the text caption functions perfectly, but the smart shape does what I describe above. It flashes at the end position then does the effect annimation.
